THE MEMBERS OF Boilermakers Local Lodge 13 [Philadelphia] on the Conectiv Delta site [a 545-MW combined cycle power plant currently under construction in Delta, Pennsylvania]... have represented your organization well and sustained a level of professionalism and commitment to safety aligned with your established objectives. Even through the severe winter of 2009-2010, your members’ participation [continued] and the project has been able to stay on track from both a schedule and cost basis. The quality of work on this site continues to meet or exceed expectations and, overall, the work force is trained, disciplined, and cooperative.
