(Nov. 18, 2025) — International President Timothy Simmons has issued the following statement on behalf of the International Brotherhood of Boilermakers, Iron Ship Builders, Blacksmiths, Forgers & Helpers in support of the proposed merger between Union Pacific Railroad Company and Norfolk Southern Railway Company:
The International Brotherhood of Boilermakers is proud to support the proposed merger between Union Pacific Railroad Company and Norfolk Southern Railway Company. This merger represents a significant opportunity to strengthen the railroad industry, expand high-quality union jobs, and secure a promising future for Boilermakers working in mechanical and related crafts across the combined system.
On November 14, 2025, the Boilermakers Union, Union Pacific and Norfolk Southern entered into an agreement outlining several commitments that will directly benefit Boilermakers represented at both railroads. Both companies have made clear commitments to provide mechanical or other meaningful job opportunities for IBB-represented employees of both carriers. These commitments are made in addition to any labor-protective conditions imposed by the Surface Transportation Board.
The agreement reaffirms both parties’ commitment to identify and explore opportunities to grow work opportunities for Boilermakers. This forward-looking cooperation is a welcome signal that the merger intends not only to preserve good union jobs, but to expand them.
