Timothy Simmons

International President

Timothy Simmons began his Boilermaker career on a boiler outage in 1999, working out of Boilermakers Local 108, in Birmingham, Alabama, at the Alabama Power Miller Steam Plant. Brother Simmons considers it an honor to have been able to serve his Brothers and Sisters in many different roles, including as a Local 108 Business Agent/Secretary Treasurer, District Lodge #3 Officer, Director of National Recruitment Services, Director of Construction Division Services and Assistant to the International President.

In October 2022, the International Executive Council voted unanimously to elect Brother Simmons to fill the IVP-Southeast Section vacancy, effective February 1, 2023, upon the retirement of Warren Fairley. Brother Fairley briefly came out of retirement to serve the union as International President during a time of transition. Upon his final retirement in August 2024, the International Executive Council elected Tim Simmons to serve as International President.

Clint Penny

International Secretary-Treasurer

Clinton Penny is a fourth-generation Boilermaker who joined Local 11 (Helena, Montana) on the tools a day after completing high school. He follows in the footsteps of his father, grandfather and his maternal great-grandfather. He started in refineries, and he worked at Montana’s Colstrip Steam Electric Station for several years, among other jobs.

Prior to his election as IST, Penny was L-11 Business Manager/Secretary-Treasurer. He served his local lodge in that role for three consecutive terms. He has also served as President of the Montana State Building Trades since 2021.

The International Executive Council elected Penny as International Secretary-Treasurer Aug. 26, 2024. On July 20, 2026, delegates to the 35th Consolidated Convention reelected Penny to serve a full five-year term.

J. Tom Baca

International Vice President Western States

J. Tom Baca began his career as a field construction Boilermaker in 1969. As a member of Local 549 (Pittsburg, California), he worked his way through the ranks, serving in roles from steward to job superintendent before being appointed assistant business manager in 1994. He has served as both trustee and chairman of the trustees on the Local 549 executive board. He was elected Business Manager/Secretary-Treasurer of the lodge in March 2005.

As a third-generation Boilermaker, Baca has served as president of the Contra Costa Building Trades and the Central Labor Council and as a member of the executive board of that area’s NAACP chapter. He was appointed union trustee to the Boilermaker National Pension Trust in 2005. He also serves as secretary of the Boilermaker National Annuity Fund and secretary of the Boilermaker National Apprenticeship Program. In addition, he served on the Law Committee at the 31st Consolidated Convention and as chairman of the Law Committee at the 34th Consolidated Convention.

As International Vice President of the Western States Section since 2006, Baca has served members throughout Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, Wyoming and the Islands of the Pacific. He is Secretary-Treasurer of the Construction Trades Council of California, AFL-CIO. The council represents 186 private sector building trades, local unions and regional councils, with a mission to improve the economic conditions, health and job safety of approximately 500,000 construction workers in California

John T. Fultz

International Vice President Northeast

John Fultz began his career in 1974 as an apprentice with Boilermakers Local 175, Oswego, New York (now Local 5, Zone 175), and graduated as a journeyman in 1978. He worked as a field construction Boilermaker until 1997, when he was elected Business Manager/Secretary-Treasurer of L-175.

In 2004, Fultz became a Construction Division International Rep while also working as L-175 BM-ST. He moved to a full-time rep position in 2008. Fultz was appointed Assistant Director of Construction Sector Operations in 2009. After eight years in that position, he was appointed Executive Director-CSO and Assistant Director of Administrative Affairs of the International President. He was also appointed Special Assistant to the International President. He held the ED-CSO position for only a short time before being elected IVP-NE.

Fultz also serves as a trustee and secretary on the boards of the Boilermakers National Health and Welfare Fund and the Boilermaker-Blacksmith National Pension Trust. In addition, he serves on the Joint Committee on Administration for the National Funds.

Arnie M. Stadnick

International Vice President Canada

Arnie Stadnick began his Boilermaker career in 1982 at Local 146 (Edmonton, Alberta). He worked in both the ISO and CSO divisions serving as an apprentice, journeyman, job steward, foreman, general foreman and superintendent on various jobsites.

In 2005, Stadnick began working for Local 146 as a business representative and assistant business manager. Local 146 members elected him business manager/secretary-treasurer in 2011 and again in 2013. Stadnick joined the staff in 2015 as an International Representative. In 2017, he was appointed as the Canadian Director–ISO. Stadnick graduated from the Harvard Trade Union Program in 2017.

In 2019 Stadnick was elected International Vice President for Canada and he was re-elected in 2021.

Jeff Campbell

International Vice President Southeast

The International Executive Council elected Jeff Campbell to IVP of the Southeast Section on August 20, 2024. On July 20, 2026, he was reelected by the delegates to the 35th Consolidated Convention, to continue serving as IVP-Southeast for a full five-year term.

Brother Campbell is a 35-year Boilermaker who began his career in the Industrial Sector. Prior to his role as IVP, he served as Executive Director of ISO and Administrative Assistant to the International President. He previously was Director of Cement Lodge Services and Assistant Director-ISO. In 2015, he was appointed as an International Representative-ISO, servicing local lodges in the Southeast, Great Lakes and Northeast sections.

In 1991, Brother Campbell joined Local Lodge 726 in Owensboro, KY, while employed as a production technician with W.R. Grace. He held various positions in his local lodge before becoming president from 2005 thru 2015. Upon the consolidation of Local 726 into Local 727 in 2024, he became a member of Local Lodge 727 in Owensboro, KY.

He completed the University of Wisconsin's School for Workers Basic and Advanced Institutes and is a graduate of the 2018 Harvard Trade Union Program.

Eric Davis

International Vice President Great Lakes

Eric Davis was elected as International Vice President of the Great Lakes Area on July 20, 2026, by the delegates of the International Brotherhood of Boilermakers 35th Consolidated Convention.

Davis indentured as a Boilermaker apprentice with Local 1 (Chicago) in 1998 and spent years honing his craft as a welder and rigger working in many different industries—from refineries and chemical plants to coal, natural gas, oil and nuclear generating power plants, steel mills, cement plants, high rises, hospitals and schools. He also installed, maintained and repaired small boilers and exchangers.

In 2014, Davis became a Local 1 dispatcher and the local lodge Vice President. He soon rose to Business Agent and President. In 2017, he was elected as Local 1’s Business Manager, a role he continued to be reelected to serve until he was elected as IVP.

Beyond his Boilermaker work, Davis is an active building trades and labor leader. He serves on the State of Illinois Boiler and Pressure Vessel Board, Chicago & Cook County Building Trades Council, Three Rivers Construction Alliance PLA Executive Board, Chicago Federation of Labor Financial Committee, Illinois AFL-CIO Project Labor Agreement Board, and Will & Grundy Counties Building Trades Executive Board. Additionally, he is Chairman of the Powerhouse Labor Agreement and Vice President of the Illinois AFL-CIO Executive Board.

Davis is a Trustee to the Great Lakes Area Boilermakers Apprenticeship Program, a Trustee to the IBB Health and Welfare Fund, Secretary to the IBB Local Lodge 1 Benefit Trust Funds and serves on the IBB Great Lakes and Ohio Valley Retiree Supplemental Health and Welfare Fund.
